Application for Assessment of Foreign Licence Requirements (Part I)

This guide will walk you through Part I application via CAPELS. You need to create an account with CAPELS here. This is your first application. This was previously known as FC02 and takes about ten working days to process. You require this in order to commence your type rating. This is where your flying log would be scrutinised to make sure you have fulfilled every single requirements stated below. Once granted, Part I is valid for six months. You will be notified via SMS and email once granted.

  • Utilise your FAA flying as much as possible in the conversion before you tap into your CAA/ RSAF flying to fulfill the regulatory requirements.
  • When the need to use your other CAA/ RSAF hours, use the most recent ones.
  • Prepare all your documents offline before you begin the application.
  • While preparing, make sure to note down all the reasoning/explanation/calculation for each requirement for ease of reference when queried.
Preparation of Documents
  1. Demonstration of need to hold Singapore licence (e.g. Letter from Singapore Air Operator or Aviation Organisation indicating employment or intent of employment).
  2. Proposed Training Programme by the Air Operator or Aviation Organisation.
  3. Foreign Pilot Licence.
  4. Foreign Flight Radio Telephony Operator’s Licence (or equivalent).
  5. Foreign CAA Issued Medical Certificate.
  6. Proficiency Checks Completed in the Aircraft Type/ Group A/ Group B Sought.
  7. Most Recent Instrument Rating (IR) Test Report.
  8. All relevant examination results in relation to the existing foreign licence, and for the purpose of this application.
  9. Proof of successful completion of a course of flying training approved by Foreign CAA (if applicable).
  10. Copies of relevant logbook pages (highlight entries) showing
    1. the most recent 6 months’ flying entries;
    2. 5 hours of night flying as pilot-in-command (PIC);
    3. 4 commercial operations in the aircraft type sought in the 12 months preceding the date of application; and
    4. completion of at least 3 take-offs & landings in the 90 days preceding the date of application, in an aircraft or simulator approved by the foreign CAA.
  11. Proof of the completion of an MPL Training course of at least 240 hours of flying training (if applicable).
  12. Proof of the completion of the Initial Operating Experience (IOE) Programme with the foreign air operator (if applicable).
  13. Proof of completion of at least 60 sectors of line-flying (if applicable).
FILLING UP THE APPLICATION

The application form, realistically, requires about 90 minutes of full attention to complete. You may save and exit at any point and continue at a later time. See below for the guide to each segment in the application.

You should be applying for CPL with IR. Select the aircraft type accordingly.

Details of Foreign Licence

FAA licence does not have an expiry date. Enter the date of your medical certificate expiry instead (FAA medical). You also need to possess a foreign Radiotelephony Operator’s Licence. For FAA licence holders, apply for the Restricted Radiotelephone Operator Permit with Federal Communications Commission.

Foreign Licence Rating(s)

The Aircraft Rating(s) and Instrument Rating(s) refer to the aircraft type (multi-engine) you flew for your check ride. It should be the same aircraft for both ratings. Similarly, align the date of expiry with the date of expiry of your medical certificate.

Declaration of Flying Experience

This is where you need to pay the most attention. Generally, the hours you declare here, must be backed up by your physical logbook. Ensure that you have the derivations of the different requirements. Also, do not that you do not “double log” your hours due to the differences between Foreign CAA/FAA and CAAS. For example, under FAA, you may log both (P U/T) and PIC in the same period. However, under CAAS, you may not.

Additional Information

You could leave this space blank or include the derivation of your declared hours from before. If your logging was consistent and perspicuous, the hours should be self-explanatory.

Supporting Documents

This is where you are required to upload all your supporting documents. The recommendation is to do so using PDF format with a max file size of 10mb each. Ensure the quality and readability of the documents, especially the scanned logbook, and certificates. It is not recommended to e-sign the documents, but instead, print the documents, sign, and scan/PDF them.

Check through again to make sure your application is up to date. Under declaration, declare truthfully.

What is next?

After you have submitted and paid for it, head down to My PEL Hub (walk-in) as soon as possible to turn in your hard copies of your supporting documents. The recommendation is to get a folder and file your documents in chronological order. Ideally, you should just turn in the folder and your logbook.
