Application for CERTIFICATE OF VALIDATION (COV)

This guide will walk you through COV application via CAPELS. The purpose of application is for authenticating your foreign licence, depending on your Licensing Authority, you may need to inform your Licensing Authority to release the relevant licensing information upon request. As part of conversion for your licence and type rating, you are required to operate a Singapore registered aircraft (9V tail) for your training (Previously known as FC32B). The COV allows you to do so, using your foreign licence. The application takes about four working days to process. Once granted, COV is valid for three months. You will be notified via SMS and email once granted.

Preparation of Documents
  1. Aircraft Operator Declaration (to describe the need/purpose for this application) – Letter of Offer from your company would suffice.
  2. Foreign Pilot Licence (all pages) and English Language Proficiency (ELP) certificate
  3. Flight Radio Telephony Operator’s Licence (FROL)
  4. Medical Certificate issued by Foreign CAA
  5. Foreign Instructor Rating (if applicable)
  6. Foreign Examiner Authorisation (if applicable)

Details of Foreign Licence

Provide the details of your foreign licence and Flight Radiotelephony Operator’s Licence to be validated. The foreign pilot licence including the associated ratings/ authorisations must be issued by a single licensing authority.
